Joining FESTOC

The following includes extracts and summaries of the FESTOC Constitution, as it pertains to Membership:

APPLICATION FOR AND GRANTING OF MEMBERSHIP

  1. Membership is limited to organisations that promote and/or administrate SET Olympiads or similar competitions that are open to learners in all provinces of South Africa and have participation in at least three provinces, that have a written constitution, or Programme Brief (if the organisation is an agency of another organisation) accepted by its stakeholders, and are self-funding.
  2. Every application for membership of FESTOC, shall be in writing signed by the duly authorised representative. This application constitutes an undertaking by the applicant that in the event of admission to membership, it will be bound by the constitution, the Code of Conduct and all by-laws, rules and regulations of FESTOC for the time being in force.
  3. Two sponsors or referees who are already authorised representatives of members shall support every application for membership. This will include signing the application form, and if necessary supporting this with a written motivation.
  4. The powers to accept members, to cancel membership, and to exercise control over membership of FESTOC will be vested in the EXCO (the FESTOC Executive Committee),which may delegate its powers to a suitably qualified sub-committee.
  5. Once the FESTOC Exco has confirmed acceptance of membership, it will be  binding on the organisation, even if there is a change in the leadership of the organization or if the authorized representative of the organisation is no longer authorized or able to represent the organisation.

CLASSES OF MEMBERSHIP
Membership of FESTOC shall consist of two classes, namely Voting Members, and Non-Voting Members:

  1. Voting Membership shall include the following organisations:
    1.1 The founding members who met the criteria set out above at the time of the founding meeting on 6 November 2007.
    1.2 Any such members who, in the opinion of EXCO, meet the requirements as set out.
  2. Non-Voting Membership shall include:
    2.1 Such organisations as pursue the aims of FESTOC, but that do not yet have, in the opinion of EXCO, long enough history or broad enough appeal be admitted as voting members.
    (For example, organisations that are not active in at least three provinces.)

TERMINATION OF MEMBERSHIP

  1. Membership of FESTOC shall be terminated if: The office of FESTOC receives a notice in writing, signed by a duly authorised representative of the Member, and addressed to the Secretary stating that it wishes to resign its membership of FESTOC with one month’s notice..  If no date is specified, membership shall cease one month from the date upon which the resignation is accepted by EXCO. The Annual Membership Fee for the year in which the Member resigns, is not refundable.
  2. Any member:
    2.1. of which the subscription is more than one year (12 months) in arrears (with the one year [12 month] period being from the date of the unpaid invoice), or
    2.2 which is declared insolvent, or
    2.3 which enters into any arrangement or composition with its creditors; or
    2.4 which is wound up otherwise than for the purpose of reconstruction or amalgamation, or which ceases to exist, or shall on a resolution to that effect passed by EXCO at a meeting duly convened …have its name struck off the register of members and shall cease to be a member, provided that no member shall be deprived of its membership without written notice…
    2.5 Which no longer meets the membership criteria as set out in 1 above,

REGISTER OF MEMBERS AND NOTICES
Every member shall, from time to time, notify to the Secretary of a place to be registered as its address. This should include his electronic mail address, to which all notices of any General Meetings or other proceedings, or communications of FESTOC shall be sent. Where the member has notified FESTOC of an electronic address, then notices may be sent electronically and will be deemed to have been delivered the following business day. Any meeting or any subsequent proceedings will not be invalidated by reason of it not having received notice as aforesaid.

Should the member prefer to receive notices by post, it should notify FESTOC in writing of this requirement, otherwise all such notices will be sent out by electronic mail.

Notification in writing of any change in the duly authorised representatives of a member shall be delivered to the registered office of FESTOC, or sent to FESTOC by electronic mail.

FEES
EXCO may require from members the payment of such sums of money by way of Entrance Fees and/or Subscriptions as may from time to time be determined by EXCO and may determine the due date for any such payments.

The currently applicable membership fee of FESTOC is only R1000 per year excl VAT.

On receipt of this Application Form, your organization will receive an invoice for the annual FESTOC Membership Fee. Please submit payment of the fee, within 3 months of receipt of the invoice, to the following Bank Account:
